Federal law 18 US Code 1084 was enacted to try to prevent sports books from conducting their betting business in the US, not to prosecute the bettor. This fact was realised in a case in which the US attmpted to prosecute a person placing bets with a sports book. The judge took the meaning of the law into account and decided against the prosecutor because the bettor was not involved in the "sale of a product or service for a fee involving third parties," We believe this has been the only case where there was an attempt to prosecute a consumer or bettor - and the bettor won the case.
